Documentation on Skolt Saami

The files referred to below all are stored in the gt/sms/src/ directory. Skolt Saami is not in our focus, but at least it now compiles.

Initially the Skolt Saami transducer differed from the other languages in not using twolc, but rather xfst as the rule formalism for the morphophonology. Now, the code is brough into line with the other languages.
